EB-5 is a program of the U.S. Citizenship and Immigration Services (USCIS) providing for permanent residency visas ("Green Cards"). Since 1990, the EB-5 Program has provided for conditional, two-year resident status to qualifying foreign investors and their families who invest at least $1 million (or $500,000 in designated target areas, "TEA's") in businesses that create at least ten full-time permanent jobs for American workers. While the program is not widely understood and has had popular interpretations that are controversial, the media has begun to at least notice the substantial positive impact that this federal program makes on a capital constrained market hungry for new jobs: "While the EB-5 program has been around since 1990, demand has been surging as of late...
